Brief Posting Description  
 
Newfield is currently seeking a Regulatory Lead located in The Woodlands, Texas.  The position will report directly to the Regulatory and Environmental Manager within the Safety, Environmental and Regulatory Compliance Team (SERC).  The SERC team is responsible for the development and execution of processes that support operations and other departments in meeting Newfield’s regulatory compliance objectives.  The Regulatory Lead position will play a key role in conducting strategic planning initiatives, process development, execution of regulatory actions, and developing and maintaining strong internal and external relationships with key stakeholders.
 
Detailed Description  
  
  • Develop and maintain an excellent working relationship with all stakeholders (regulators, office and field staff and external partners).
  • Participate in strategic development planning initiatives with other members of the SERC organization and members of other teams – Asset, Operations, and Land to ensure that regulatory risks, permitting requirements, costs and timeframes are identified, communicated and mitigated.
  • Facilitate the execution of all regulatory permitting initiatives for all operating areas.
  • Coordinate the regulatory training of internal staff and contractors as required.
  • Participate and assume leadership roles during regulatory seminars, conferences and meetings with local trade organizations such as OKOGA, NDPC, UPA, and WEA.
  • Communicate and lead advocacy efforts with numerous government agencies such as BLM, BIA, USFWS, UDOGM, and ACE.
  • Develop and maintain a regulatory compliance system.
  • Management of all third-party NEPA projects.
 
Job Requirements  
  
  • A minimum of 10 years regulatory & permitting experience within oil and gas industry preferred.
  •  2 + years leading a regulatory team.
  • Regulatory experience in Oklahoma, Utah, and North Dakota is preferred.
  • Demonstrated confidence leading the identification or regulatory issues and coordinating the resolution of non-compliance issues.
  • Detailed knowledge of the components of or experience preparing State and Federal APDs and ROW applications.
  • Strong knowledge of drilling, completion and oil and gas production.
  • Familiarity or experience preparing permits related to 404 Clean Water Act Compliance.
  • Understanding of Federal agency NEPA process and experience working as a proponent.
  • Experience working with government agencies such as the Bureau of Land Management, U.S. Fish and Wildlife Service, and U.S. Army Corps of Engineers.
  • Proven record of working in a team atmosphere having managed internal staff and/or sub-contractors.
  • Bachelor’s degree in a related field required.
